I am sorry if I posted this in the wrong place but I need two Mods Build for my Clip-Share Site can you help me?

1. New Payment Mod the current payment system on Clipshare does not work and I would like a new one that works and it should also allow me to set unlimited in all fields if I chose.

2. I would like new a registration type system that make the users ask me for permission to upload videos, this will be a one time thing and on the request form i want to ask them specific questions. Once I get the request and I varied the information then I want to be able to approve that user to upload videos.
