How do you imagine "LIVE" streaming for ads?
I think you mean streaming from rtmp server and not exactly live broadcasting, like tv.
And this could only concern preroll and postroll videos...
I preroll or postroll video - for each video/audio file it's possible to set provider like rtmp, http, etc.
Other types of ads are static image files, so it's missunderstanding to talk about "live" streaming or using providers.

You also asked about Joomla and using Nuevoplayer on it. Nuevoplayer like any other flash player can be integrated with any type of script or custom CMS. However we do not offer such ready integrations for other than supported scripts. So it's user's case, his knowledge and programming experience to intergrate player.
And as Nuevoplayer is pretty advanced player, with tons of configurations - it is not suggested for unexperienced people with php/mysql/xml and flashvars.

Unfortunately we also do not have time and rather do not accept such service requests. Complete custom integration requires a lot of time to do it professionally; hiring experienced and reliable programmer is very costy then, it's usually much more than webmaster can afford.
